VA Rescinds Procedure for Requesting a Builder Identification Number

VA issued Circular 26-25-01, rescinding the procedure for a builder to request a VA builder identification number for processing VA guaranteed loans on new and proposed construction properties. Per the Circular, a builder is no longer required to obtain a VA issued builder identification number prior to issuance of the Notice of Value, and the procedure for requesting a builder identification number is rescinded. Note, however, that this rescission does not apply with respect to a Specially Adapted Housing grant or a Native American Direct Loan. In addition, VA updated the process for addressing complaints about builders received from borrowers. The revision went into effect March 31, 2025.
