VA Requires Upload of Uniform Loan Application Dataset and Uniform Closing Dataset in Connection with Full File Loan Review

VA issued Circular 26-22-16 (Circular), requiring the upload of the Uniform Loan Application Dataset (ULAD) and Uniform Closing Dataset (UCD) in connection with a full file loan review (FFLR). Per the Circular, when a loan is selected for a FFLR, lenders must now upload the ULAD and UCD into WebLGY (in addition to the loan origination file) using the document upload function. In addition, VA updated the stacking order and list of loan origination documents lenders must provide when submitting a file selected for a FFLR. Additions to the stacking order and list of documents include the purchase agreement (if a purchase transaction) and the disclosures associated with implementation of the anti-predatory refinance provisions of 38 U.S.C. § 3709 (pertaining to fee recoupment, net tangible benefit and loan seasoning). The changes announced in the Circular are effective December 1, 2022.
