The District of Columbia passed a bill enacting temporary COVID-19 provisions. Under the bill, a foreclosure may not be initiated during the period of time for which the Mayor has declared a public health emergency and for 60 days thereafter. The bill also, during the period of time for which the Mayor has declared a public health emergency and for 60 days thereafter, requires lenders to develop a mortgage payment deferment program that provides borrower’s the opportunity to apply for a 90-day deferment of the borrower’s monthly principal and interest payment. In addition, during the period of time for which the Mayor has declared a public health emergency, the bill grants the Mayor authority to permit notary publics located in the District of Columbia to perform notarial acts using audio-video technology for a remotely located individual. The bill is effective immediately and expires May 21, 2021.
