California no longer Exempts Attorneys from the Rosenthal Fair Debt Collection Practices Act

California passed a bill removing the exemption for attorneys from the Rosenthal Fair Debt Collection Practices Act (RFDCPA). Under the bill, attorneys are no longer excluded from the definition of “debt collector” under the RFDCPA and must now comply with all applicable provisions of the RFDCPA, unless otherwise exempt. The bill becomes effective January 1, 2020.
