RHS adopted rules amending manufactured housing provisions under the Single Family Housing Guaranteed Loan Program. The adopted rules:
- Amend the definition of “New dwelling” by replacing a reference to “purchase contract” with “date of loan closing”
- Permit the purchase of existing manufactured homes constructed in conformance with Federal Manufactured Home Construction and Safety Standards, on or after a date, as determined by RHS (must be on a permanent foundation, and may not have been previously installed on a different homesite); and
- Permit RHS to accept a lease with an unexpired term that is at least 2 years longer than the loan term for new energy efficient manufactured and modular home financing in land-lease communities operating on a nonprofit basis and Tribal lands.
The final rule is effective March 4, 2025.
